Final street restorations have been completed on the streets where pipeline installation has concluded in the City of San Marcos. Construction is now underway on Pawnee Street near the San Diego County Water Authority’s Second Aqueduct connection facility. The connection facility is the point at which the Carlsbad Desalination conveyance pipeline meets the County’s water delivery system.

When completed in early 2016, the Carlsbad Desalination Project will produce up to 50 million gallons a day and account for about one-third of all the water generated in San Diego County, helping reduce reliance on imported water.

You may have noticed that the Carlsbad Desalination Project crews have returned to the cities of Vista and San Marcos. Over the next three weeks, crews are working to complete pipeline installation activities in select areas along Poinsettia Avenue and W. Linda Vista Drive prior to beginning final street restorations in April. Crews will also begin conducting pipe inspections and monitoring on Las Flores Drive the week of March 24. All work is scheduled to be complete in April.

Construction hours are scheduled from 7:00 a.m. to 5:30 p.m. During construction, drivers should expect temporary lane closures, detours, reduced land widths and equipment along the route and should use caution and allow more time to reach their destinations.

Beginning Friday, December 20, Las Flores Drive will be closed starting at the intersection of Las Flores Drive and Grand Ave and ending at the intersection of Las Flores Drive and Decora Circle. The closure will take approximately 14 days and open again after January 3, 2014.  Construction crews will be installing a water line and begin street paving and restorations. Work will take place between 6:30 a.m. and 5:30 p.m.

Construction crews will be returning to your neighborhood after December 25, to restore and repave the streets where they had previously installed the Project’s pipeline. The paving crews will begin on 9th Street and work their way to Las Flores Drive. Paving work in this area is scheduled to take approximately 1-2 weeks between the hours of 7 a.m. and 5:30 p.m.

During restoration work, there will be no parking access, and traffic will be reduced to one lane with flaggers in place to allow two-way access. Temporary parking signage will be posted to notify vehicles of when and where parking is prohibited.

In late September, construction on the Carlsbad Desalination Pipeline will reach the intersection of W. Linda Vista Drive and Lone Pine Lane. Two lanes will be open on W. Linda Vista Drive for two-way traffic from Poinsettia Avenue to Las Flores Drive. Flaggers are in place to control traffic at intersections. At times during construction, two-way traffic may be reduced to one lane controlled by flaggers during construction hours.

Access to Lone Pine Lane will be maintained throughout construction. The median on W. Linda Vista Drive has been temporarily removed to allow a right-hand turn from Lone Pine Lane onto W. Linda Vista Drive.

Construction on the desalination pipeline has reached the intersection of Linda Vista Drive/Old Linda Vista Drive. Traffic from Old Linda Vista Drive onto W. Linda Vista Drive, Linda Vista Drive and Tilley Lane will be blocked between August 26 and August 30. The recommended detour is to follow Old Linda Vista Drive to Poinsettia Avenue to Business Park Drive to Scott Street to Decision Street to Specialty Drive to Activity Drive and back to W. Linda Vista Drive where eastbound traffic will be permitted. Please see construction signage for detour information and call the construction hotline with any questions. Beginning on Monday, August 26 traffic on Poinsettia Avenue from W. Linda Vista Drive to Specialty Drive will be open. Traffic on Poinsettia Avenue from Specialty Drive to Decision Street will be restricted to eastbound traffic only. The rest of Poinsettia Avenue will be open to two-way traffic. The restriction will be in place until September 9. Please see construction signage and the map below for detour information and contact the construction hotline with any questions.

Additionally, on September 9 there will be restricted two-way traffic on Poinsettia Avenue between Specialty Drive and Business Park Drive. This impact is scheduled to be in place until September 28. Please expect delays. Thank you for your patience during this disruption.

Linda Vista Drive and W. Linda Vista Drive have reduced two-way traffic between Rancho Santa Fe and Poinsettia Avenue. During construction, east and westbound traffic will be controlled by flaggers in one open lane on Linda Vista Drive. Please expect delays. This impact is scheduled to end on October 4. Construction hours in San Marcos are 7:00 a.m. to 5:30 p.m. After construction hours, traffic will be controlled by flashing red caution lights.

Linda Vista Drive in San Marcos is scheduled to be closed to eastbound traffic between Poinsettia Avenue and Las Flores Drive with the exception of residents. Intersections at Las Flores Drive/Linda Vista Drive and Tilly Lane/Linda Vista Drive will be modified to allow one-lane westbound traffic to remain open. This impact is scheduled to start at 6:00 a.m. on Monday, August 5 and end on Friday, August 23. Construction hours in this area are 7:00 a.m. to 5:30 p.m. During construction, traffic through the intersection will be controlled by flashing red lights and traffic control flaggers. Thank you for your patience during construction.

La Mirada Drive is scheduled to be closed at the intersection of Las Flores Drive for a portion of time between July 8 and July 22. Please see electronic traffic signs posted near the intersection for updates. The road closure will be at the intersection of La Mirada Drive and Las Flores Drive. Traffic will be detoured around the La Mirada closure on Virginia Place to Grand Avenue to Rancho Santa Fe Road to Linda Vista Drive and back to Las Flores Drive. La Mirada Drive is expected to be reopened after July 22.

The southbound lane on Las Flores Drive is closed from June 24 from 7:00 a.m. to 6:00 p.m. between 9th Street and Decora Circle for a pipeline installation and will remain closed until July 8. During construction hours, crews will be limiting the road to one-way, northbound traffic between the intersection of Las Flores Drive and 9th Street and the intersection of Las Flores Drive and Decora Circle. These closures are to ensure safety throughout construction. At the end of the work day and on weekends, both lanes are open for north and south bound traffic. Please note the traffic lanes are only 10 feet wide and traffic is to be kept to a minimum. Only Las Flores Drive residents should be using the street.

Construction along 9th Street in San Marcos is coming to a close and the construction has begun on Las Flores Drive. Las Flores Drive is closed from June 13 from 5:30 p.m. to 7:00 a.m. between 9thStreet and Decora Circle for pipeline installation and will remain closed through Wednesday, June 19. In addition, between the hours of 7:00 a.m. and 5:30 p.m., construction crews will be limiting the road to one-way, north-bound traffic between the intersection of Las Flores Drive and 9thStreet and the intersection of Las Flores Drive and Decora Circle. These closures are to ensure safety throughout construction.

Scheduled construction hours in San Marcos are from 7:00 a.m. to 4:30 p.m. Exceptions may be made for extended construction hours to ensure that construction is completed as quickly as possible. While crews are on Las Flores Drive, construction work may extend until 6 p.m. in order to reopen the road to two-way traffic as soon as possible.

During construction commuters may experience temporary lane closures, detours, reduced lane widths, and equipment along the route. Drivers should proceed with caution and allow more time to reach their destination.
