On Monday, July 6, construction crews will begin minor street repairs along the pipeline
route in the cities of Vista and Carlsbad to prepare for final street paving, which will
begin on July 13. Crews will begin paving on Lionshead Avenue and continue west
towards South Melrose Drive and upper Faraday Avenue, just west of the Carlsbad
Research Center. The work will take approximately four weeks to complete.

Work initially scheduled to begin this week has been postponed until Monday, July 6 in
order to streamline final paving along the entire Carlsbad Desalination Pipeline route.

We will provide more details on the location, direction and specific dates of the paving
in the coming weeks.

Work on the Carlsbad Desalination Project pipeline is nearing completion. Construction
crews will be returning to Lionshead Avenue between May 27 and 29 to complete
paving activities between Business Park Drive and South Melrose Drive during the day.
Following the completion of paving along Lionshead, crews will begin work along
Faraday Avenue from South Melrose Drive to Orion Road at night.

In order to expedite work and limit traffic impacts, the construction will occur between
the hours of 7 a.m. and 6 p.m. and from 8 p.m. to 6 a.m. respectively. During
construction, traffic will be reduced to one lane in each direction.

When complete, traffic will be returned to its normal configuration.

Over the next two weeks, construction crews will be completing street and median restorations along South Melrose Drive in Vista. On Saturday, October 25, northbound traffic will return to the correct side of South Melrose Drive. Traffic will still be limited, however, to two lanes in either direction on the outside north- and south-bound lanes while crews restore the center median. Traffic operations at the Aspen Way and Lionshead Avenue intersections will return to normal.

Construction crews are nearly finished with pipeline installation and street restorations in the Lionshead Avenue/South Melrose Drive intersection. The intersection is scheduled to reopen to traffic by the end of the week. Pipeline installation has been completed along the east side of South Melrose Drive ahead of schedule. Street restorations are now underway and will be completed by September 2014. Access to Aspen Way remains blocked at this time.

Construction crews have reached the intersection of Lionshead Avenue and South Melrose Drive. Construction work will begin the week of May 12. At this time, crews will close access to Lionshead Avenue from South Melrose Drive for approximately six weeks to trench through the intersection. Once construction begins, trench work will continue along the east side of South Melrose Drive to Faraday Avenue through August.

During this time, all traffic will be diverted to the west side of South Melrose Drive and be limited to two lanes in each direction. To help traffic flow, crews have restriped southbound Melrose Drive at Palomar Airport Road to add a second right turn lane. During this time, there will be no left hand turn permitted from South Melrose Drive at Lionshead Avenue. Additionally, during pipeline installation on South Melrose Drive access to Aspen Way will be eliminated.

Construction crews are also scheduled to relocate an existing waterline at the Faraday Avenue/South Melrose Drive intersection in early June to prepare for tunneling activity under the Faraday Avenue/South Melrose Drive intersection. The tunnel work will begin in late June and will take approximately two months to complete.

Construction crews are moving their way west along Lionshead Avenue and are quickly

approaching the South Melrose Drive intersection. The Eagle Drive intersection is

now open.

In mid-April, crews will close access to Lionshead Avenue from South Melrose Drive

for approximately six weeks to trench through the intersection. This closure will require

travelers to access Lionshead Avenue from Palomar Airport Road via Eagle Drive

throughout construction.

Additionally, Lionshead Avenue will reopen to two-way traffic between Eagle and

Business Park drives. At that time, street restorations will begin at Business Park Drive

and travel east into San Marcos. The streets that were impacted by construction will be

paved and left in better condition than when construction started.

Once construction starts, trench work will continue along the east side of South Melrose

Drive to Faraday Avenue through June. All traffic will be diverted to the west side of the

road and be limited to two lanes in each direction. To help traffic flow, crews have

restriped southbound Melrose Drive at Palomar Airport Road to add a second right

turn lane. During this time, there will be no left hand turn permitted from South

Melrose Drive at Lionshead Avenue.

The pipeline work will extend the entire length of South Melrose Drive between

Lionshead and Faraday avenues, eliminating access to Aspen Way. Click on the map

Those traveling to Aspen Way will be detoured as follows:

•        Northbound on South Melrose Drive: Right on Park Center Drive; Right on Oak

Ridge Way to Aspen Way

•        Southbound on South Melrose Drive: Left on Oak Ridge Way to Aspen Way

South Melrose Drive/Faraday Avenue Intersection Tunnel

Once construction crews reach the South Melrose Drive/Faraday Avenue intersection,

crews will be tunneling underneath it to avoid a total closure of this heavily traveled

intersection. In order to tunnel under that intersection, crews will jack and bore two

pits – one on South Melrose Drive and one on Faraday Avenue. That work will begin

in April and it will take approximately two months to bore the tunnel and feed the pipe

under that intersection.

The tunnel work under this intersection will include the following traffic restrictions

in this area:

•        Southbound Melrose Drive traffic will not be able to turn left (east) onto Park Center

Drive and will have to use Oak Ridge Way.

•        Northbound South Melrose Drive traffic will not be able to turn left (west) onto

Faraday Avenue and will have to use Palomar Airport Road and El Fuerte Street

to access Faraday Avenue.

•        Brookhaven Pass access from South Melrose Drive will be limited to reduce

cut-through traffic.

Once trench work is complete on South Melrose Drive, crews will begin installing

pipe toward the west along Faraday Avenue. Pipeline work will be conducted

between the hours of 6:30 a.m. and 5:30 p.m. The Project team will keep residents

and commuters updated via the 24-hour construction hotline, website updates and

additional eNews updates.

You may have noticed that the Carlsbad Desalination Project crews have returned to the cities of Vista and San Marcos. Over the next three weeks, crews are working to complete pipeline installation activities in select areas along Poinsettia Avenue and W. Linda Vista Drive prior to beginning final street restorations in April. Crews will also begin conducting pipe inspections and monitoring on Las Flores Drive the week of March 24. All work is scheduled to be complete in April.

Construction hours are scheduled from 7:00 a.m. to 5:30 p.m. During construction, drivers should expect temporary lane closures, detours, reduced land widths and equipment along the route and should use caution and allow more time to reach their destinations.

Construction crews are wrapping up work at the intersection of Business Park Drive and Lionshead and Poinsettia avenues. Crews will open up the intersection by the Thanksgiving holiday. Beginning in early December, Lionshead Avenue will be closed to eastbound traffic between Eagle and Business Park drives. During the closure, westbound traffic will remain open and eastbound drivers will be detoured using Eagle Drive. When construction reaches businesses on the south side of Lionshead Avenue, crews will close one driveway at a time for pipeline installation. One driveway entrance to each building will remain open at all times to maintain full access. Work on the pipeline will be conducted between the hours of 6:30 a.m. and 5:30 p.m.

As construction continues across Business Park Drive and Lionshead Avenue, traffic will continue to be restricted within the intersection to ensure safety. By the Thanksgiving holiday, the Business Park Drive intersection and Poinsettia Avenue are expected to be open.

Additionally, the Vista Palomar Park shopping center's driveway on Lionshead Avenue will be closed. Access will be open to the center via the Business Park Drive and Palomar Airport Road entrances. Work in this area will take up to three weeks to complete and be conducted between the hours of 6:30 a.m. and 5:30 p.m.

As construction continues across Business Park Drive toward Lionshead Avenue, traffic will continue to be restricted within the intersection. Beginning on November 13, southbound traffic on Business Park Drive must turn west onto Lionshead Avenue and use the Eagle Drive detour to Palomar Airport Road. Westbound traffic on Poinsettia Avenue will be closed from the South Vista Target entrance to Business Park Drive. The driveway into Target will be open to local traffic with flaggers in place. During construction, westbound traffic will be detoured to Business Park Drive via Decision Street. Detour signs are in place to direct traffic.

 Additionally, the Vista Palomar Park shopping center's driveway on Lionshead Avenue will be closed. You can access the shopping center at their Business Park Drive and Palomar Airport Road entrances. Work in this area will take approximately three weeks to complete and be conducted between the hours of 6:30 a.m. and 5:30 p.m.

The intersection of Business Park Drive and Lionshead and Poinsettia avenues in Vista will continue to be partially closed for construction. Beginning November 4, northbound traffic on Business Park Drive will be detoured via Eagle Drive for one week. Detour signs will also be in place to direct traffic.

Eastbound traffic on Lionshead Avenue will be able to turn north or south onto Business Park Drive but will not be permitted to continue straight onto Poinsettia Avenue. Southbound traffic on Business Park Drive will be limited to one lane through the intersection and will be permitted to travel west on Lionshead Avenue.

Finally, a portion of Poinsettia Avenue will continue to be closed from Business Park Drive to the South Vista Target entrance off of Poinsettia Avenue, which will be open to local traffic with flaggers in place. During construction, westbound traffic will be detoured to Business Park Drive via Decision Street. Detour signs are in place to direct traffic. These detours will be in place 24-hours a day for safety reasons for the duration of work in the intersection.

Beginning October 28, the intersection of Business Park Drive and Lionshead and Poinsettia avenues in Vista will be partially closed for construction. Northbound traffic on Business Park Drive approaching this intersection will be detoured to Lionshead or Poinsettia avenues. Eastbound traffic on Lionshead Avenue will still be permitted to turn north on Business Park Drive.

Additionally, traffic will continue to be limited to one eastbound lane open on Poinsettia Avenue from Business Park Drive to Corporate View. During construction, westbound traffic will be detoured to Business Park Drive via Decision Street. Please see the detour map below for details. Work on the pipeline will be conducted between the hours of 6:30 a.m. and 5:30 p.m. After construction hours, two lanes on Poinsettia Drive will be opened for east and westbound traffic. Work on the pipeline on Poinsettia Avenue is scheduled to be completed in November.

On October 22 and 23, traffic on Lionshead Avenue will be reduced to two lanes, one for eastbound travel and one for westbound travel.

Additionally the Lionshead Avenue entrance to the Vista Palomar Park shopping center will be closed due to preparatory work for the desalination pipeline. The Business Park Drive entrance will remain open and signage will be in place to direct traffic.

Beginning on October 21, Poinsettia Avenue will be closed to westbound traffic from Corporate View to Business Park Drive 24-hours a day until work in the area is complete. During this time, westbound traffic will be detoured to Business Park Drive via Decision Street.

Additionally, two-way traffic on Poinsettia Avenue will be reduced to one lane and controlled by flaggers from Corporate View to Island View Way/Old Linda Vista Drive. This traffic control will be in place Monday through Friday between the hours of 6:30 a.m. and 5:30 p.m. Drivers should expect delays. After construction hours, two lanes on Poinsettia Avenue will be reopened for east and westbound traffic.

Prep work for the pipeline at the intersection of Business Park Drive and Lionshead Avenue for the Carlsbad Desalination Pipeline will begin on October 3rd.  This work will impact local traffic for up to one week.  Construction hours for this work are from 8:30 a.m. to 3:30 p.m.  During construction, eastbound traffic on Lionshead Avenue will be detoured away from Poinsettia Avenue. This detour will be marked by construction signage. Additionally, westbound traffic on Poinsettia Avenue will not be permitted to make a left-hand turn onto Business Park Drive to travel south; Eagle Drive can be used as a detour for this restriction. Traffic in all other directions may be reduced to one lane during construction.

Construction is approaching the intersection of Business Park Drive and Lionshead Avenue. Preparatory work near the intersection will impact local traffic for approximately one week beginning in early October between the hours of 8:30 a.m. to 3:30 p.m. Pipeline construction is scheduled to begin in late October and be completed in early November. Pipeline work will be conducted between the hours of 6:30 a.m. and 5:30 p.m. During construction, commuters may experience temporary lane closures, reduced lane widths and equipment along the route. Additionally, traffic may be detoured away from the construction site to help maintain traffic flow. Additional information regarding detours and construction timing is to follow.

Construction is approaching the intersection of Business Park Drive and Poinsettia Avenue, where Target is located on the northeast corner. Due to construction, Target’s Poinsettia Avenue driveway access will be temporarily closed for up to two weeks in early October. During this time, the store will remain open during normal business hours and the Business Park Drive entrance will be unaffected. Signage will be in place on Poinsettia Avenue to direct traffic to the open driveway. Two-way traffic on Poinsettia Avenue will also be maintained during construction. Construction will begin at the intersection of Poinsettia Avenue and Island View Way on Friday, September 13. From Island View Way, work will continue southwest toward Executive Ridge and Corporate View. Construction crews are scheduled to reach Executive Ridge by September 20 and Corporate View by September 27. You may also notice preparatory work leading up to the start of pipeline construction at each intersection.

Access to Island View Way, Executive Ridge and Corporate View will be maintained at all times, however, two-way traffic will be directed by flaggers via one open lane on each street during construction hours. Two-way traffic will resume in both lanes daily when construction concludes.

In Vista, the intersection of S. Melrose Drive and Faraday Avenue will be temporarily shut down on Thursday evening, August 29, between the hours of 9 p.m. to 5 a.m. During this time, the intersection will be on a four-way stop. Traffic control in the area, including lighted barricades will be in place during this disruption.

Beginning on Monday, August 26 traffic on Poinsettia Avenue from W. Linda Vista Drive to Specialty Drive will be open. Traffic on Poinsettia Avenue from Specialty Drive to Decision Street will be restricted to eastbound traffic only. The rest of Poinsettia Avenue will be open to two-way traffic. The restriction will be in place until September 9. Please see construction signage and the map below for detour information and contact the construction hotline with any questions.

Additionally, on September 9 there will be restricted two-way traffic on Poinsettia Avenue between Specialty Drive and Business Park Drive. This impact is scheduled to be in place until September 28. Please expect delays. Thank you for your patience during this disruption.

Due to construction on the desalination pipeline along Poinsettia Ave in Vista, the current road closure from the intersection of Poinsettia Avenue, Activity Drive and West Linda Vista Drive and the intersection at Specialty Drive will be extended to Decision Street.Traffic will be detoured around the closure on Activity Drive to Specialty Drive and then to Decision Street. Through traffic to residential areas or businesses on Poinsettia Avenue between the intersections of Decision Street and Specialty Drive will be open. The current construction work area is the intersection of Poinsettia Avenue and Specialty Drive. The closure is expected to be in place until August 19th. Thank you again for your patience during construction work in Vista.

When the current section of Poinsettia Avenue is complete, a second detour will be in place on Decision Street for four weeks. Stay tuned for additional information on these detours.

Construction will pick back up on S. Melrose Drive in October 2013 and work will be completed in Vista by the end of the year.

Due to pipeline construction in Vista, a section of Poinsettia Avenue is scheduled to be closed from June 10 to July 15. The road closure will begin at the intersection of Poinsettia Avenue, Activity Drive and West Linda Vista Drive and end at the intersection of Specialty Drive.

Construction work hours will be from 7:30 a.m. to 5:30 p.m. Monday through Friday. On Saturday, work hours will be from 8:30 a.m. to 5:30 p.m. Sunday hours will vary. In special cases, 24 hour construction work may be permitted and residents and businesses will be notified accordingly.

During construction commuters may experience temporary lane closures, detours, reduced lane widths, and equipment along the route. Drivers should proceed with caution and allow more time to reach their destination.
